Retief, the embassy secretary, is reluctant to sponsor the local youth group SCARS, despite orders from his superior, Ambassador Magnan. Instead, while examining the blueprints for a new passenger ship being built on the planet Fust, he discovers something suspicious.
Retief, who learned of the youth group's disturbing trends through an old man at the shipyard, secretly photographs the blueprints, and Slock, the leader of the youth group SCARS, and a military attaché from the Groaci Empire notice this.
After Retief returns to the embassy, someone attempts to take the film from him but fails. Retief discovers that the blueprint is similar to an old battleship from the Galactic Federation in the past and becomes suspicious of what is going on on the planet Fust. Retief goes back to the shipyard and discovers an old man who was brutally tortured by Slock's gang. Slock and Groaci We find out that there was an arms deal between them... .
